On 17 & 18 May, the IMPEL Cross-Cutting Expert Team were kindly hosted by the Portuguese Inspectorate, IGAMAOT, in Lisbon for the first of two Expert Team meetings scheduled for 2018.
The main focus of the meeting was IMPEL’s ambition related to capacity building and becoming the go-to knowledge and innovation centre for practioners and regulators on environmental implementation and enforcement.
All members of the group were asked to prepare a short presentation on training and knowledge dissemination within their organisation to share at the meeting, with a particular focus to be placed on what training is available to permitting and inspection staff. This prompted lively debate and a proposal to develop a Terms of Reference for a project to support the development of a capacity building and knowledge centre within IMPEL in 2019.
The group further received an update on IMPEL activities, ranging from the European Commission’s Environmental Compliance Assurance Initiative (and next month’s Extraordinary General Assembly meeting), to the opportunity for IMPEL to support an environmental crime project in the Balkans. Updates were also shared on the excellent work being done by project teams engaged on 2018 projects, the IRI programme, and on the latest activities of the IMPEL communications group. The group will meet again in October, where a final decision will be taken on which projects will be supported for the 2019 work programme.
