The European Union Forum of Judges for the Environment (EUFJE) is an international non-profit association. The objective of the Forum is to contribute to better implementation and enforcement of national, European and international environmental law:
- by contributing to a better knowledge of environmental law among judges,
- by sharing case law, and
- by sharing experience in the area of training of the judiciary in environmental law.
The association is registered in Belgium and its legal seat is in Brussels. Its working languages are Dutch, English and French.
BIOVAL is a joint project of EUFJE, IMPEL and ENPE. It aims at creating a non-binding, practical instrument to value ecological damages in court.
The major advantages of using such a valuation instrument in administrative, civil or criminal procedures would be the greater legal certainty and the shorter case duration. It may also lead to more equal treatment of similar cases assessed in different contexts (different regions, different courts, different procedures...). Initially, the scope of the BIOVAL project will be limited to the valuation of wild fauna / vertebrates.
INBO, the Institute for Nature and Forest Research of the Flemish Region is developing a calculation method for ecological damages in court and a list of values to be used in court proceedings.
EUFJE is looking for a consultant to develop a website where stakeholders (environmental authorities, lawyers, prosecutors, judges) can easily consult and apply the calculation method and find the list of example values for some 100 species. This website will also contain background information on the project, the criteria applied and a database of case law in which the method has been applied.
The scientific and legal input will be given by INBO, EUFJE, IMPEL and ENPE. The consultant should develop the website, including graphical elements and links to related websites (e.g. the stakeholders’s websites, websites of IUCN where the extinction risk of species is listed etc.)
Liaising with the BIOVAL project team and INBO, the consultant will provide a high quality service. The consultant must have current and relevant experience of work in developing websites.
The consultant will start to work after a meeting with BIOVAL project team and INBO.
After that the website will be adjusted on the basis of feedback received from our members and INBO.
Professional use of English, both written and oral, and excellent presentation skills are a pre-requisite.
A 7 months consultancy contract will be awarded to the successful applicant. The assignment should be performed between 1 June 2023 until 31 December 2023.

Tenders will be evaluated in accordance with the Tender Evaluation Criteria detailed below.
Tender Evaluation Criteria
The contract will be awarded to the most economically advantageous tender, according to the best price-quality ratio award method. A weight of 80/20 is given to quality and price respectively. The quality of the tender will be evaluated based on the following criteria:
(a) Quality and functionality of the proposed service (60 points).
(b) Organisation of the work and resources to ensure delivery of the work (20 points)
(c) Experience (20 points). Experience and success in running a similar project will be of particular relevance.
