IMPEL National Peer Review Initiative Project

The project aims at setting the basis for the development of autonomous Peer Review activities in National Networks of Environmental Authorities and Agencies. It can be used as an instrument to improve own performances through dialog, collaborative confrontation and sharing of good practices among the peers belonging to the same network. The NPRI has been recognised as a powerful tool to support the implementation of the EU ECA initiative, in particular because of its potential to apply good and best practices and its contribution to harmonisation in the execution of tasks and responsibilities by authorities. The NPRI project involves 20 institutions from 15 European countries that are part of IMPEL.

Conference: Exchange of enforcement practices to drive zero pollution was organised by the Italian Government and Carabinieri, in cooperation with European Commission, DG ENV, through the Directorate for Zero Pollution and Green Cities, in the European Parliament on 7 February 2023 in Brussels. The Conference concentrated on the remediation of landfills and exchange of enforcement practices to drive zero pollution. In the midst of the implementation of the European Green Deal and in light of the 2021 Zero Pollution Action Plan, the purpose of the Conference was to shed light on lessons learnt so far and facilitate exchanges of views with other relevant enforcement actors. The Board of IMPEL, gave a speech at the conference to present perspectives on multi agency cooperation environmental enforcement efforts being carried out by authorities, between and within IMPEL member countries.

Το έργο IMPEL "Διαχείριση αποβλήτων και κυκλική οικονομία" (WMCE) κινείται στα στάδια της ιεραρχίας των αποβλήτων, προκειμένου να επιτευχθεί κοινή κατανόηση των βασικών σημείων της οδηγίας-πλαισίου για τα απόβλητα και να ομογενοποιηθούν οι συμπεριφορές στα κράτη μέλη. Το έργο έχει ήδη εκπονήσει έγγραφα καθοδήγησης σχετικά με τα στάδια της ιεραρχίας των αποβλήτων στις προηγούμενες φάσεις του έργου.

Το IMPEL που υποστηρίζει το έργο εφαρμογής της IED διοργάνωσε κοινή επιθεώρηση σε εργοστάσιο χαρτοπολτού στη Σουηδία. Η ομάδα εργασίας επιθεώρησης και πρόληψης από τη βιομηχανία ET και τον αέρα διοργάνωσε την 14η κοινή επιθεώρησή της σε εργοστάσιο χαρτοπολτού και χαρτιού στη Σουηδία στις 8-9 Δεκεμβρίου 2022. Αυτή ήταν η πρώτη κοινή επιθεώρηση μετά την Corona. Επιθεωρητές από τη Σουηδία, τις Κάτω Χώρες και τη Φινλανδία συμμετείχαν στην επιθεώρηση και ένας επιθεωρητής από το Ηνωμένο Βασίλειο συμμετείχε στις προετοιμασίες.

Το πρόγραμμα IMPEL για την ανακύκλωση πλοίων αποσκοπεί στη βελτίωση της συνεργασίας μεταξύ των περιβαλλοντικών και ναυτιλιακών αρχών που εμπλέκονται στον τομέα αυτό. Η διαφορετική νομοθεσία της ΕΕ και οι συναφείς αρμοδιότητες καθιστούν την εφαρμογή, την εποπτεία και την επιβολή δύσκολη. Για την πρόληψη των παράνομων μεταφορών θα αναπτυχθεί υλικό καθοδήγησης για τις αρχές και άλλους εμπλεκόμενους φορείς και θα οργανωθεί η ανάπτυξη ικανοτήτων για επιθεωρητές και άλλους εμπλεκόμενους φορείς. Επίσης, θα διερευνηθεί η συνεργασία με άλλα θεσμικά όργανα, οργανισμούς, δίκτυα εντός και εκτός της ΕΕ καθώς και με μη κυβερνητικούς φορείς.
