This report details the activities of the IMPEL project on ship recycling from 2022 to 2024, which aimed to improve collaboration between environmental and maritime authorities, prevent illegal shipments of end-of-life ships, develop guidance materials, and build capacity for relevant stakeholders. The project involved various activities such as workshops, study visits to countries like Norway, Turkey, and Denmark, webinars, and networking events to share best practices and discuss challenges in the implementation and enforcement of the EU Ship Recycling Regulation (SRR) and Waste Shipment Regulation (WSR)2 . The report concludes that while cooperation and capacity have improved, the legislative framework, particularly the EU SRR, needs improvement regarding definitions, timeframes, and enforcement to effectively address the circumvention of regulations and illegal shipbreaking practices.
