Plastic End of Waste: Creating a Level Playing Field and TFS Implications

The Joint Research Centre (JRC) is preparing an EU Regulation to establish harmonized end-of-waste (EoW) criteria for plastic, addressing the current lack of consistency across Member States. This sub-project of the WMCE Umbrella Project focuses on supporting authorities in preparing for the regulation’s implementation by promoting a common permitting and inspection approach, increasing awareness of new recycling technologies, and encouraging cooperation between enforcement bodies to prevent illegal plastic waste flows and ensure compliance with EU product and waste legislation.

Key Focus Areas

  • Support proper implementation of the upcoming EU End-of-Waste (EoW) criteria for plastics by providing initial guidance for permit writers and inspectors.
  • Conduct site visits to plastic recycling facilities to build confidence and understanding of technical and environmental standards among regulators.
  • Develop practical tools, including guidance documents and inspection checklists, to assist in evaluating EoW applications and overseeing the full recycling process.
  • Enhance knowledge of plastic recycling technologies within permitting and inspection authorities.
  • Foster collaboration through joint activities between Waste, TFS, and REACH inspectors to promote consistent enforcement and knowledge sharing.
  • Contribute to the development of an EoW database and define the structure of an "EoW passport" for plastics.
  • Document and analyze cases of illegal plastic waste flows falsely declared as EoW.
