IMPEL National Peer Review Initiative Project

The project aims at setting the basis for the development of autonomous Peer Review activities in National Networks of Environmental Authorities and Agencies. It can be used as an instrument to improve own performances through dialog, collaborative confrontation and sharing of good practices among the peers belonging to the same network. The NPRI has been recognised as a powerful tool to support the implementation of the EU ECA initiative, in particular because of its potential to apply good and best practices and its contribution to harmonisation in the execution of tasks and responsibilities by authorities. The NPRI project involves 20 institutions from 15 European countries that are part of IMPEL.

Conference: Exchange of enforcement practices to drive zero pollution was organised by the Italian Government and Carabinieri, in cooperation with European Commission, DG ENV, through the Directorate for Zero Pollution and Green Cities, in the European Parliament on 7 February 2023 in Brussels. The Conference concentrated on the remediation of landfills and exchange of enforcement practices to drive zero pollution. In the midst of the implementation of the European Green Deal and in light of the 2021 Zero Pollution Action Plan, the purpose of the Conference was to shed light on lessons learnt so far and facilitate exchanges of views with other relevant enforcement actors. The Board of IMPEL, gave a speech at the conference to present perspectives on multi agency cooperation environmental enforcement efforts being carried out by authorities, between and within IMPEL member countries.

Le projet IMPEL "Gestion des déchets et économie circulaire" (WMCE) passe en revue les étapes de la hiérarchie des déchets, afin de parvenir à une compréhension commune des points clés de la directive-cadre sur les déchets et d'homogénéiser les comportements dans les États membres. Le projet a déjà produit des documents d'orientation relatifs aux étapes de la hiérarchie des déchets lors des phases précédentes du projet.

Le projet IMPEL de soutien à la mise en œuvre d'IED a organisé une inspection conjointe dans une usine de pâte à papier en Suède. Le groupe de travail sur l'inspection et la prévention de l'industrie de l'ET et de l'air a organisé sa 14e inspection conjointe dans une usine de pâte à papier en Suède les 8 et 9 décembre 2022. Il s'agissait de la première inspection conjointe après Corona. Des inspecteurs de Suède, des Pays-Bas et de Finlande ont participé à l'inspection et un inspecteur du Royaume-Uni a été impliqué dans les préparatifs.

Le projet IMPEL sur le recyclage des navires vise à améliorer la collaboration entre les autorités environnementales et maritimes impliquées dans ce domaine. La diversité des législations européennes et des compétences connexes rend la mise en œuvre, la supervision et l'application difficiles. Pour prévenir les transferts illégaux, des documents d'orientation seront élaborés à l'intention des autorités et des autres parties prenantes, et un renforcement des capacités des inspecteurs et des autres parties prenantes sera organisé. La coopération avec d'autres institutions, agences et réseaux au sein et en dehors de l'UE, ainsi qu'avec des organismes non gouvernementaux, sera également étudiée.
