A delegation of the IMPEL Board and representatives of IMPEL’s Expert Teams are meeting in The Netherlands this week with a large delegation of the Appraisal Center for Environment & Engineering Ministry of Environmental Protection (ACEE) in Beijing, China, to share knowledge and experience on environmental enforcement in Europe and China.
IMPEL will present a summary of the role of the network in supporting implementation and enforcement of environmental law in Europe, and the Chinese delegates will present their organisational structure, environmental regulations and approaches in enforcement.
The delegation will discuss case studies on the practical implementation and enforcement of the Industrial Emissions Directive and conduct an initial discussion on key aspects around classification of waste, waste as a raw material, ship recycling and illegal shipments of waste, followed by a more substantial discussion on the effect of the Chinese import ban of plastic waste.
Other discussion topics include new technologies in environmental law enforcement, such as the use of data science and drones. The meeting will also include a field visit.
Simon Bingham, Board Member of IMPEL, said: “IMPEL, being an EU network for the implementation and enforcement of environmental law, aims to exchange views, information and best practices with environmental networks all over the world, in order to cooperate globally more effectively in preventing environmental crime. It is an honor for us to host this important Chinese delegation. We believe that this exchange will benefit all of us involved in improving environmental enforcement. ”
