IMPEL National Peer Review Initiative Project

The project aims at setting the basis for the development of autonomous Peer Review activities in National Networks of Environmental Authorities and Agencies. It can be used as an instrument to improve own performances through dialog, collaborative confrontation and sharing of good practices among the peers belonging to the same network. The NPRI has been recognised as a powerful tool to support the implementation of the EU ECA initiative, in particular because of its potential to apply good and best practices and its contribution to harmonisation in the execution of tasks and responsibilities by authorities. The NPRI project involves 20 institutions from 15 European countries that are part of IMPEL.

Conference: Exchange of enforcement practices to drive zero pollution was organised by the Italian Government and Carabinieri, in cooperation with European Commission, DG ENV, through the Directorate for Zero Pollution and Green Cities, in the European Parliament on 7 February 2023 in Brussels. The Conference concentrated on the remediation of landfills and exchange of enforcement practices to drive zero pollution. In the midst of the implementation of the European Green Deal and in light of the 2021 Zero Pollution Action Plan, the purpose of the Conference was to shed light on lessons learnt so far and facilitate exchanges of views with other relevant enforcement actors. The Board of IMPEL, gave a speech at the conference to present perspectives on multi agency cooperation environmental enforcement efforts being carried out by authorities, between and within IMPEL member countries.

Het IMPEL-project "Afvalbeheer en Circulaire Economie" (WMCE) doorloopt de stappen van de afvalhiërarchie om tot een gemeenschappelijk begrip van de kernpunten van de kaderrichtlijn afvalstoffen te komen en de gedragingen in alle lidstaten te homogeniseren. Het project heeft in de vorige fasen van het project reeds richtsnoeren opgesteld met betrekking tot de stappen van de afvalhiërarchie.

IMPEL, dat het IED-implementatieproject ondersteunt, organiseerde een gezamenlijke inspectie in een papierpulpfabriek in Zweden. De werkgroep inspectie en preventie van ET industrie en lucht organiseerde op 8-9 december 2022 hun 14e gezamenlijke inspectie bij een pulp- en papierfabriek in Zweden. Dit was de eerste gezamenlijke inspectie na Corona. Inspecteurs uit Zweden, Nederland en Finland namen deel aan de inspectie en een inspecteur uit het VK was betrokken bij de voorbereidingen.

Het IMPEL-project inzake scheepsrecycling heeft tot doel de samenwerking tussen de op dit gebied actieve milieu- en maritieme autoriteiten te verbeteren. Uiteenlopende EU-wetgeving en bijbehorende bevoegdheden maken uitvoering, toezicht en handhaving een uitdaging. Om illegale overbrengingen te voorkomen wordt begeleidend materiaal voor autoriteiten en andere betrokkenen ontwikkeld en wordt capaciteitsopbouw voor inspecteurs en andere betrokkenen georganiseerd. Ook zal de samenwerking met andere instellingen, agentschappen en netwerken binnen en buiten de EU en met niet-gouvernementele instanties worden onderzocht.
