Project description and aims

In the last several years IMPEL and the European Commission have issued their positions concerning capacity building and consequently different IMPEL projects are now taking the initiative to develop their ideas on how to support its members in implementing the products that they deliver.

As stated on IMPEL’s Position Paper, building capacity is one of IMPEL’s core priorities and during the last two decades has developed a broad variety of tools, including methodologies and guidance. Supporting its members through various activities, such as training on the practical use of the developed tools as well as workshops and seminars is a common practice. A range of interventions through its work programme is used to facilitate the sharing of practical experience and expertise and capacity building, namely: i) peer reviews, through the IMPEL Review Initiative (IRI); ii) inspector exchanges; iii) technical workshops and seminars; iv) staff exchanges; v) joint activities such as inspections and training. Although these activities have proven to be successful and valuable and meet the needs of IMPEL’s members, in order to be more dynamic in capacity building and training and to avoid an ad-hoc approach, IMPEL believes that a voluntary and robust capacity building and training programme is needed that offers targeted and tailored activities, such as training for special groups, environmental areas, cross-cutting topics, etc.

This project aims to develop, through a more consistent, overarching and integrated approach, a multi-annual strategy and a multi-annual work programme that will better connect the needs of IMPEL members and other key actors along the compliance chain.

 Expected outcomes:

  • Proposal for a Multi-annual Work Programme for 2021 – 2026.
  • Multi-annual strategy.
  • Report / study how to establish the Knowledge and Innovation Centre.
  • Report that describes the toolkit.
  • Conference reports that describe the feedback and input given by IMPEL members.
