Project description and aims

Refuse Derived Fuel (RDF) is a waste fuel produced by shredding an dehydrating solid waste. It mainly consists of combustible components of municipal and industrial waste such as paper, wood and plastics. RDF is transported within the European Union in large quantities and it is used to produce energy and heat.

This project will study legislation that are relevant, examine how RDF is produced, what materials are used for production and quality aspects of different methods used. How RDF is handled and transported from production to final recovery are also important aspects to examine. This makes it possible to have a better understanding of RDF related issues and produce joint guidance on e.g. how RDF is defined, what waste code are applicable and what information and data are important for the competent authorities to control in the prior written notification process.

Expected outcomes:

  • Information exchange of information and data about RDF-production, -recovery and shipments by participating Member States
  • Better understanding of RDF related issues as definitions, legislation and enforcement
  • Development of guidance for specific requirements for prior written notification and consent of shipment of RDF
  • Stimulate consistent application of prior written notification procedures for RDF between competent authorities in member states.
