Public consultation on the evaluation of the Batteries Directive

The Batteries Directive 2006/66/EC lays down rules on placing batteries and accumulators on the market and their treatment in the EU.

The Directive’s overarching objective is to maximise the separate collection of waste batteries and accumulators and to minimise the disposal of spent batteries as mixed municipal waste in order to achieve a high level of recycling for all waste batteries and accumulators.

In particular, the Directive sets minimum national-level targets for the collection of spent portable batteries and for the minimum performance of recycling facilities. The Directive sets restrictions for the use of some hazardous substances and requires that users be properly informed of these products’ characteristics.

The evaluation is the first step of a review process, in which the Commission assesses whether the Directive meets its objectives and contributes to the general objectives of the EU environmental policy.

This consultation is part of a wider consultation exercise that also includes targeted surveys and interviews with selected stakeholders.

Preliminary research results have served as a basis for understanding the various issues at hand as well as for identifying areas where data gaps in aspects under evaluation still remain. This consultation offers any interested individual, group or company an opportunity to give their opinion and provide information.

The consultation aims to capture views, experience and ideas of relevant stakeholders on achieving the Directive’s objectives, and invites them to provide relevant information for assessing the Directive’s performance and suitability.
