Themis, an informal regional network of national authorities responsible for natural resources management and protection, and for the development, implementation and enforcement of environmental laws, is happy and proud to continue the project through a realisation of the Multi-Annual Work Programme for 2018-2020, funded by the Austrian Development Agency (ADA). Themis’ regional cooperation platform between the environmental law enforcement units currently covers seven countries of South-Eastern Europe, among them: Albania, Bosnia and Herzegovina, Macedonia, Kosovo, Serbia, Montenegro, and Moldova.
As for Themis I and II the overall project objective is to facilitate the European Union (EU) Accession and Association process in the field of environment, through strengthening cooperation and knowledge transfer in the South Eastern European (SEE) countries and Moldova.
The Programme is tailored to the countries’ priorities, prepared in cooperation with and endorsed by the beneficiaries, and divided into three Clusters:
- Cluster 1: Management of the Themis Secretariat
- Cluster 2: Knowledge transfer (exchange programs, joint law enforcement and cross border actions, peer reviews and knowledge stock)
- Cluster 3: Facilitating the EU Accession process and strengthening the environmental compliance chain at national level (development of in-country mechanisms, support to judiciary, involvement of civil society and private sector).
In April – May 2018 a series of kick off meetings have been organised by the Themis secretariat in each beneficiary country to discuss country’s specific needs in the coming years.
To this end, Themis introduces an updated network of operational focal points. They represent the countries in the network and participate in decision-making in relation to the activities of the network on behalf of the member country they represent.
