On 4–6 of October, a three-day training session took place, in Bucharest, Romania, organised within the umbrella of the IMPEL project “Waste Management and Circular Economy”.

The meeting was attended my 25 environmental experts (mainly inspectors and permit writers) from different countries and from Romania. In addition, over 60 IMPEL members attended online.

The first day of meeting consisted of a Seminar during which presentations on the following topics have been given:

  • Conditions and assessment of End-of-Waste
  • Conditions and assessment of By-products
  • Risk based planning of waste recycling installations inspections
  • REACH applicability to secondary raw material
  • Waste Shipment Regulation and assessment of secondary raw material, waste-not waste

The second day of the meeting included a site visit to GreenGroup Frasinu Recycling Park where a site visit at PET and WEEE recycling lines has been performed. An interesting discussion among the IMPEL members and the operator followed the visit, about the topics of End of Waste plastic criteria, relevant provisions of EU waste legislation and shipment of waste conditions.

The final day of the meeting was reserved to a specific training of the Romanian authorities. The training was divided in the three parts: 1) End-of-Waste assessment and inspection lead by Romano Ruggeri, 2) the application of REACH Regulation to waste-based materials lead by Topi Turunen and 3) waste shipments and classification of waste lead by Huib van Westen.
